In 2002, President George H. W. Bush during his State of the Union Address, challenged each American to make time to help their neighbors, community and nation through service. He called on each person to dedicate at least 4,000 hours – or two years – to service over the course of their lives.
President's council on service and civic participation
In 2003, President Bush created the President's Council on Service and Civic Participation which founded the President's Volunteer Service Award to recognize the important role of volunteers in America’s strength and national identity. This award honors individuals whose service positively impacts communities in every corner of the nation and inspires those around them to take action, too.
